Over the past 30 years, I’ve built a reputation as a trusted advisor and skilled negotiator who helps Indigenous Nations achieve their goals by turning obstacles into opportunities. Working alongside our clients, I’ve been able to consistently persuade governments and industry to do what they previously thought would never be possible.
In the late 1990s, I joined the PST team that worked with the Tłı̨chǫ people to negotiate the Tłı̨chǫ Land Claims and Self-Government Agreement. This was the first modern treaty of its kind in the Northwest Territories and only the second in the history of Canada to enshrine constitutionally protected self-government. Since then, much of my career has been devoted to supporting modern-treaty Nations across the country as they bring their treaties to life, adapt to new challenges and secure the resources – and respect – they deserve.
My practice focuses on the fiscal and tax dimensions of Indigenous–government relationships. I negotiate tax-sharing agreements that enable Nations to exercise jurisdiction and generate sustainable revenue while being protected against inappropriate taxation by other governments. I’ve appeared before parliamentary committees and engaged with senior decision-makers, including within the Prime Minister’s Office, to secure fair and lasting fiscal arrangements for Indigenous governments. I continue to advance work under federal policies that I helped design and co-develop, including the Collaborative Modern Treaty Implementation Policy and the Collaborative Self-Government Fiscal Policy.
Beyond fiscal matters, my work centres on forging Indigenous–industry relationships and unlocking economic opportunities to build wealth and independence. I’ve negotiated complex commercial agreements and advanced Indigenous-owned energy generation and transmission, road construction and mining projects across Canada. Working closely with leading financial institutions, I’ve helped secure financing, equity participation and long-term benefits – and closed more than $3 billion in precedent-setting deals – for some of the country’s most successful Indigenous-led ventures.
At the heart of my work is a simple principle: Indigenous peoples are entitled to share in the wealth of their homelands. Through negotiated agreements, partnerships and innovative financings, I help create tools for self-determination, economic strength and prosperity that uphold Indigenous values and support community well-being.
